Battle Ground is not the Clark County seat. City-created council, police, permit, and administrative files begin with the City Clerk, while most lasting land and court files sit in Vancouver. The Washington Public Records Act opens identifiable agency records unless an exemption applies. Court case records follow court rules, and vital records have their own access law. The table separates the index from the custodian that can issue a copy.

“Public” does not mean every field appears online. Agencies may redact Social Security and financial account data. Sealed cases, adoption and mental-health proceedings, much juvenile material, protected voter data, current vital certificates, and Address Confidentiality Program locations remain closed or limited. An online entry is often a finding aid, not a certified record.

Inside Battle Ground Deed Records

The Clark County Landmark Official Records Search indexes deeds, mortgages, liens, plats, easements, marriage records, and other instruments recorded by the Auditor. It offers free remote review and public computers at the office. The county does not state a dependable online start year, so an empty result should lead to the counter or Southwest Regional Archives. Web images are not certified, and automated bulk mining is barred.

Plain copies cost $1 per page. A certified copy costs $3 for the first page and $1 for each later page. Orders can be made at the joint lobby, by mail with the form, payment, and stamped return envelope, or online with possible service fees. “Grantor” means the party giving an interest; “grantee” means the party receiving it.

Battle Ground Court Record Layers

Battle Ground Municipal Court, Clark County District Court, and Clark County Superior Court hold different cases. The statewide name search and Odyssey Portal help locate a case number, but neither replaces the official local file. Search by required first and last name, add a middle name when useful, complete the security check, and choose the proper court level or case mode.

The Clark County Clerk keeps Superior Court civil, felony, domestic, probate, guardianship, and related files. Public lobby computers use OnBase and need a case number. Civil files have microfilm coverage from 1890 through 1996 and digital images from 1985 forward. Criminal film begins in 1894; probate film runs 1890 through 1985, with digital images from 1997 forward. Ask the clerk about the apparent probate gap.

Paper copies are listed at 50 cents per page and emailed copies at 25 cents. Certification is $5 for the first page and $1 for later pages of a document; a $30 search charge may apply without a case number. The clerk announced a fee change effective June 11, 2026, so confirm the live fee schedule before paying.

Battle Ground Parcel Record Boundaries

The Property Information Center accepts a nine-digit parcel account number, house number, or street address. Partial addresses return suggestions. The public web tool has no documented owner-name input; owner-name searching is available on Assessor lobby computers. A situs address identifies the land or building, while an owner mailing address is only a delivery address and does not prove residence.

The map matters because a Battle Ground postal address can lie outside city limits. County parcel data may still apply, while permits, zoning, and addressing files must go to the city or county office shown by the boundary layer.

When online permit detail stops, county Community Development accepts requests by email, fax, or mail using a case number, street address, parcel number, development name, date range, and other identifying facts. City properties route through Battle Ground systems. Annexation can change the keeper without changing the ZIP code.

Battle Ground Vital Record Access

Clark County Public Health issues recent Clark County birth and death certificates, while Washington Department of Health handles statewide products. The Auditor records marriage licenses. Divorce decrees come from Superior Court, while DOH offers divorce certificates. These dedicated procedures cannot be bypassed with a broad PRA request.

Under RCW 70.58A.510, birth and fetal-death records transfer to State Archives after 100 years. Death, marriage, divorce and related dissolution records transfer after 25 years, when the Archives may provide public noncertified copies. Current certified birth and death products remain limited to qualified applicants under RCW 70.58A.530. Informational copies are a separate product.

The Clark County marriage collection spans 1843 through 2021 and is open for research. It provides a historical fallback when current certificate ordering is not the right tool. Before statewide registration began in 1907, coverage can be incomplete, so church, cemetery, newspaper, and archive sources may be needed.

Fire, Film, and Clark Indexes

The 1890 Clark County courthouse fire destroyed virtually all files then held. Surviving and reconstructed marriage material nevertheless reaches back to 1843. That contrast explains why coverage depends on the record series rather than a single countywide start date. The Southwest Regional Archives lists Battle Ground municipal government, Battle Ground School District, and Clark County record groups that may hold paper, film, or transferred electronic files absent from a web index.

Court classifications also changed. Dissolutions filed from 1890 through 1970 are found in the Civil Index, while name changes during the 1970s were filed under probate. A search that uses only modern labels can miss those records. Search the State Archives catalog by name, agency, series, and regional branch, then contact the repository for access terms.

Battle Ground Records Custodians

The correct office depends on who created the record. The City Clerk takes city agency requests, the Auditor records permanent instruments, and the Clerk keeps Superior Court files. Calling before a paid order can confirm the file number, current fee, and delivery route.

Battle Ground Custody Lookups

The Clark County jail roster reports current county custody with CFN, name, booking date, location, release date, and charges. Date filters narrow the booking window. It does not establish every detail of a criminal case, and other jail records may be confidential under RCW 70.48.100.

Washington DOC has a separate first-name, last-name, or DOC-number search for state custody, while the public offender registry publishes only the levels and circumstances allowed by RCW 4.24.550. Court case files, jail custody, state incarceration, and registry notices are separate record systems. Registry data is for safety, never threats, intimidation, harassment, vandalism, or violence.

Battle Ground Records Time and Cost

RCW 42.56.520 requires a response within five business days, not completion of every request. An agency may produce records, provide a specific web link, acknowledge the request with a reasonable estimate, seek clarification, or deny it with reasons. Extra time can cover collection, exemption review, third-party notice, or clarification.

Inspection is free. The default PRA schedule in RCW 42.56.120 permits 15 cents per printed page, 10 cents per scanned page, 5 cents per four electronic files, and 10 cents per gigabyte transmitted, plus actual media and delivery costs. Specialized court and recorder fees follow their own schedules. Narrow requests usually reduce both delay and cost.

Request Battle Ground Public Records

Any person may request an identifiable, existing nonexempt agency record under chapter 42.56 RCW. A citation is not required. Describe the creator, subject, record type, date span, and known case, parcel, permit, or filing number. Agencies need not create a new record, answer research questions, or compile a custom dossier.

1. Identify whether the city, county, court, or state office created the record. Verify parcel jurisdiction when an address may be outside city limits.
2. Check the proper index first. Save the filing, case, parcel, or permit number and the exact document title.
3. Submit a narrow request through the office portal, email, fax, mail, or counter. Battle Ground JustFOIA handles city agency files, but Municipal Court records remain separate.
4. Choose inspection, plain copies, or certified copies. Confirm the current charge and prepayment terms before a large order.
5. If access is denied, seek the agency's review and ask for the exemption citation. RCW 42.56.550 permits Superior Court review of a PRA denial.
